These objectives are accomplished through a multiplicity of

reviewed to ensure that they are fair and equitable.
- Second, the maximization of small, socially and economically disadvantaged
business enterprises is done through goal setting, monitoring of participation
commitments, outreach efforts, and DBE certifications.
- Third, Title VI and Environmental Justice programs are designed and
implemented to review, monitor, and ensure that there is a consistently
equitable distribution of transit services and benefits.

and gauge community input to facilitate the examination of all facts and ensure
