The Metropolitan Atlanta Rapid Transit Authority's (MARTA) Office of Diversity & Equal Opportunity (DEO) is charged with the development, implementation, coordination, and monitoring of all equal opportunity, affirmative action, and civil rights programs required by Board policies and Federal regulations. This includes, but is not limited to, the following:


The Department of Diversity & Equal Opportunity serves as an advocate of the Agency's commitment to the promotion of a work environment that recognizes and values the diverse social profile of the MARTA service area. As such, the department ensures the equitable representation and advancement of protected group members at all levels of employment, the utilization of small, socially and economically disadvantaged businesses in contracts and procurements, the equitable distribution of transit service and benefits, as well as, the non-discriminatory impact of agency decisions and activities.
These objectives are accomplished through a multiplicity of means.

  • First, all agency employment decisions, practices, and procedures are reviewed to ensure that they are fair and equitable.
  • Second, the maximization of small, socially and economically disadvantaged business enterprises is done through goal setting, monitoring of participation commitments, outreach efforts, and DBE certifications.
  • Third, Title VI and Environmental Justice programs are designed and implemented to review, monitor, and ensure that there is a consistently equitable distribution of transit services and benefits.
  •  Finally, strategically targeted outreach efforts are designed to solicit and gauge community input to facilitate the examination of all facts and ensure the non-discriminatory impact of the agency's decisions and activities.
