Gary W. Pritchett comes to MARTA as Assistant General Manager of the Department of Contracts & Procurement, Material and Administrative Services with more than 25 years of experience as a seasoned Contracting Professional.
Gary came to MARTA from Dallas Area Rapid Transit (DART) as Assistant Vice President, Operational Contracts. His main responsibilities included oversight of units within the Procurement Group responsible for complex procurement actions regarding Construction/Project Management, Professional Services, and Services and Commodities, such as Construction Management at Risk and Design Build Projects. He provided support to DART clients, implemented policy initiatives for Senior Staff and the Board of Directors. Additionally, Gary held the positions of: Interim Assistant Vice President - Operational Contracts, Contracts Supervisor and Contract Specialist, Warrant Merit - $500,000,000, all actions.
Gary W. Pritchett served in the United States Air Force from 1972 - 1996. He held an unlimited Contracting Officers Warrant, and was the Supervisory Contracting Officer and Chief of Construction, and Architectural & Engineering Services Branch. Gary was responsible for Contract Specialists who performed the full spectrum of contracting actions for numerous contract types utilizing his expertise and working knowledge of the Federal Acquisition Regulations, “FAR” and its supplements. Gary established a training program, thereafter was adopted as a model for the entire Directorate; Team Member for Strategic Business Plan that insured seamless integration of procurement requirements to support Master Planning goals for Hanscom Air Force Base, Massachusetts; drafted regional contracting policy guidelines for operational contracting units; testified before Armed Services Board of Contract Appeals resulting in successful litigation of appeals; held an unlimited warrant with the United States Air Force Material Command.
Gary holds a B.S., Business Administration from Park College (now Park University), Parkville, MO and A.S., Contract Management, Community College of the Air Force, Gunther, AL, and is a member of several professional organizations such as National Contract Managers Association, NCMA; Design Build Institute of America, DBIA National Institute of Government Purchasing (NIGP). Gary holds Department of Defense, DAWIA; Certified Acquisition, Level II and Procurement Level II.
