MARTA utilizes professional Architectural/Engineering (A/E) consultants to perform design and other related technical services. Multi-disciplined teams typically provide design services for rail stations and line sections, parking facilities, bus and rail maintenance facilities, and other infrastructure projects. Technical services are provided by specialty consultants in acoustics and vibration, land surveying, photogrammetry and mapping, transit planning, safety, health and industrial hygiene consulting, elevator/escalator consulting, rail vehicle consulting, value engineering, geotechnical engineering, environmental engineering, construction management, and construction materials testing. In accordance with the Brooks Act (Public Law 92-582), enacted on October 27, 1972, and Federal Transit Administration guidelines, MARTA uses demonstrated professional competence and qualifications as the basis for the selection of the most qualified firm or team of firms, for each A/E consultant assignment. Following selection, negotiations arrive at a fair and reasonable price for such services.
A/E consultants interested in providing services for MARTA are encouraged to register with MARTA's Office of Contracts & Procurement and Material, which maintains a Consultant Resource Database. When a need for A/E consulting services arises, the database is searched to identify candidate firms for the assignment. Statements of Qualifications from interested firms are requested and accepted only when a consulting opportunity exists and has been advertised.
In addition to contact information, the database lists the technical disciplines possessed by each firm and other pertinent information. To pursue registration of your firm, contact Elvis Gibbs, A/E Engineering VI at: egibbs@itsmarta.com. A standard list of questions along with a discipline table will be provided for your response via email. Following the initial registration, it is your responsibility to notify MARTA of any necessary changes to your database information.
Small, minority and women-owned A/E firms are also encouraged to pursue DBE (Disadvantaged Business Enterprise) certification with MARTA's Department of Diversity and Equal Opportunity.
MARTA’s A/E consulting opportunities are advertised in two local newspapers. The ads appear in the Legal Notices of the Atlanta Journal-Constitution and in the Classifieds section of the Atlanta Daily World. In addition, certain assignments are advertised nationally in technical publications such as Engineering News-Record and APTA Passenger Transport.
