Citizens Police Academy
The CPA is based on the philosophy of Community Policing. This philosophy dates back to the 19th Century with the initiatives of Sir Robert Peel of the London Metropolitan Police Department. Quote from Peel 1829: "Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and public are the police; the police being the only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interests of community welfare and existence."
The Citizens Police Academy consists of 30-hours of instructions designed to give the public a working knowledge of the police department’s personnel and policies. The 30 hours of instruction will be delivered during 3-hour classes over an 11-week period. The instruction covers the various areas within the police department. The Academy is held twice a year, in the Spring and Fall.
The Citizens Police Academy was created in order to enhance the relationship between the community and its police department. This will be accomplished by informing the community of "who" the police department is, "what" the police department does, "why" the police department operates, and "how" the police department operates. The community can therefore make an informed judgment of the department’s policies and practices.
The classes will be made up of a cross section of people within the community. Anyone 21 years of age or older may enroll.

The citizens of MARTA Police Academy will cover such diverse topics as firearms training, accident investigations, criminal investigations, narcotics investigations, family violence and criminal law. Emphasis is placed on the patrol division, which is the segment of the police department that the public most often comes in contact. Instruction consists of lectures, tours, demonstrations and hands-on training.
It is believed that by obtaining the objectives, the community will realize a number of benefits. Among those would be a greater understanding of the police department, a reduction in crime, a reduction in the climate for violence and a heightened sense of personal safety. In addition, the police department will become more aware of the feelings and concerns of the community, thereby being able to provide improved service. The Academy will provide a two-way learning process.
